It emphasizes that Shiva-worship is performed with orderly mantra-invocation and auspicious offerings; such disciplined devotion (bhakti supported by vidhi) purifies the worshipper and aligns the mind toward Pati (Shiva), the liberator.
The verse reflects formal pūjā steps—invoking divine presences and offering akṣata—commonly integrated into Linga worship, where Saguna Shiva is approached through mantra, upacāras, and sanctified materials as a means to realize Shiva’s grace.
Perform mantra-based invocation (āvāhana/anūcchāra) and offer akṣata as an auspicious upacāra; the practical takeaway is careful recitation with a focused mind while making simple, sattvic offerings.
