राष्ट्रगुप्ति-संग्रहः

Protection of the Realm and Principles of Revenue & Local Administration

अजस्मुपयोक्तव्यं फलं गोमिषु भारत । प्रभावयन्ति राष्ट्र च व्यवहारं कृषिं तथा

ajas mupayoktavyaṁ phalaṁ gomiṣu bhārata | prabhāvayanti rāṣṭraṁ ca vyavahāraṁ kṛṣiṁ tathā |

Bhishma dit : «Ô Bharata, il faut sans défaillance accorder à chacun le fruit qui lui est dû pour son labeur, surtout à ceux qui vivent du négoce et du commerce. Car ce sont eux qui affermissent le royaume en soutenant l’échange des biens et des services, les métiers et les moyens d’existence, et même l’agriculture. Ainsi, la juste rétribution est un devoir royal, gardien de la prospérité et de l’ordre social.»
