नगरे नगरे वा स्यादेक: सर्वार्थचिन्तक:
nagarae nagarae vā syād ekaḥ sarvārtha-cintakaḥ | athavā pratyeka-nagare ekam evaṃ-vidham adhikārī bhavet, yaḥ sarva-kāryāṇāṃ cintanaṃ nirīkṣaṇaṃ ca kuryāt | yathā kaścid bhayaṅkaraḥ graha ākāśe nakṣatrāṇām upari sthitaḥ paribhramati, tathā sa adhikārī uttama-sthāne pratiṣṭhitaḥ sarveṣāṃ sabhāsad-ādīnām antike paribhraman teṣāṃ kāryāṇāṃ parīkṣāṃ nirantaraṃ kuryāt ||
Bhīṣma dit : «Dans chaque cité, qu’il y ait un seul surintendant, qui réfléchisse à toute affaire et veille sur tous les services. Établi au rang le plus élevé, qu’il circule parmi les conseillers et les autres officiers, examinant sans relâche leur conduite et l’exécution de leurs devoirs — tel une planète redoutable qui, placée au-dessus des constellations, parcourt le ciel. L’enseignement est que l’ordre public repose sur une surveillance vigilante et impartiale, et sur une responsabilité constante dans l’administration.»
