दुर्ग-निवेश-राजधर्मः | Fortified Capital and the King’s Residential Polity

Rājadharma

यत्पुरं दुर्गसम्पन्नं धान्‍न्यायुधसमन्वितम्‌ । दृढप्राकारपरिखं हस्त्यश्वरथसंकुलम्‌

yat puraṁ durgasampannaṁ dhānyāyudhasamanvitam | dṛḍhaprākāraparikhaṁ hasty-aśva-ratha-saṅkulam ||

Bhishma dit : La cité qui est bien pourvue de fortifications, munie de réserves de grains et d’armes, protégée par de solides remparts et des fossés, et remplie d’éléphants, de chevaux et de chars—une telle capitale fortifiée est décrite comme le fondement d’un pouvoir sûr et d’une royauté responsable, où la préparation sauvegarde le peuple et soutient le devoir du roi de protéger.
