ऐल उवाच
The verse underscores rajadharma: society depends on the king as a moral and protective center. The ruler is not merely powerful but is the refuge of the people, responsible for safeguarding them and maintaining dharma.
Aila is explaining a principle of governance by analogy: in the same way as something previously described depends on its support, all subjects similarly resort to the king, relying on him for security and rightful order.
