Rājadharma’s ‘Essence’: Protection, Punishment, Intelligence, and Royal Diligence

राजाके लिये जो गोपनीय रहस्यकी बात हो

rājāke liye yo gopanīya rahasya-kī bāta ho, śatruoṃ para vijaya pāne ke liye vaha yo lokoṃ kā saṅgraha karatā ho, vijaya ke hī uddheśya se tasya hṛdaya meṃ yo kārya chipa ho athavā use yo na karane yogya asat-kārya karanā ho, vaha sab kuch use sarala-bhāva se hī chipāye rakhanā cāhiye. vaha lokoṃ meṃ āpnī pratiṣṭhā banāye rakhane ke liye sadā dhārmika karmoṃ kā anuṣṭhāna kare. rājyaṃ hi sumahat tantraṃ dhāryate nākṛtātmabhiḥ | na śakyaṃ mṛdunā voḍhum āyāsa-sthānam uttamam ||

Bhīṣma dit : Tout avis qui constitue le secret d’un roi—qu’il s’agisse de gagner les hommes afin de triompher des ennemis, d’un dessein caché dans son cœur pour la seule fin de la conquête, ou même d’un acte indigne et impropre qu’il se croit contraint d’accomplir—qu’il le tienne entièrement dissimulé, sous une apparence extérieure de simplicité. Pour maintenir son crédit parmi le peuple, qu’il accomplisse sans relâche les œuvres du dharma. Car la royauté est un ordre immense et subtil : celui qui ne se maîtrise pas ne peut la porter, et ce trône suprême de labeur ne se soutient pas par la seule douceur.

Bhīṣma teaches that ruling is a heavy, complex responsibility requiring self-mastery.
