A firmly formed resolve (vyavasāya), especially when aligned with dharma, is not merely private intention; it becomes an act with cosmic significance, drawing the attention of the divine order (Indra, the gods, and the Lokapālas) as witnesses and upholders of right conduct.
Bhishma narrates that Indra, having learned of the determined decision made by two individuals at that place, arrives there accompanied by the gods and the Lokapālas, indicating a moment of heightened importance and divine attendance.
