भरद्वाज उवाच
The verse frames dharma within a comprehensive cosmic hierarchy: many kinds of beings exist, each with distinct tendencies and powers, and ethical reflection must account for this broader created order rather than viewing human life in isolation.
Bharadvāja is listing the successive manifestation/creation of various classes of beings—celestials, rival divine races, spirits, serpent-beings, and humans—continuing a cosmological account that explains the populated structure of the world.
