The verse frames the cosmos as a deliberate, structured creation: fundamental forces (wind, fire, sun) and realms (sky, above, below, earth) arise from a powerful source. This supports the Shānti Parva’s broader ethical vision that dharma and human order are grounded in an underlying cosmic order.
Bhīṣma continues an explanatory discourse describing how the Progenitor/Creator generated key elements and domains of the universe, including the class of Nairṛta beings, as part of a systematic account of origins.
