Daṇḍa as the Foundation of Social Order (दण्डप्रतिष्ठा)
यत्र श्यामो लोहिताक्षो दण्डश्चरति सूद्यत: । प्रजास्तत्र न मुहान्ते नेता चेत् साधु पश्यति
yatra śyāmo lohitākṣo daṇḍaś carati sūdyataḥ | prajāstatra na muhyante netā cet sādhu paśyati ||
Là où le bâton du châtiment—sombre et aux yeux rougis—circule, toujours prêt à frapper, et là où le souverain observe les fautes avec vigilance et discernement, le peuple ne sombre ni dans la confusion ni dans la négligence ; l’ordre se maintient par une surveillance juste et par la présence crédible de la discipline.
