Daṇḍa-svarūpa-nirūpaṇa
The Nature, Forms, and Function of Daṇḍa
मृदुशीलं तथा प्राज्ञं शूरं चार्थविधानवित् । स्वकर्मणि नियुञ्जीत ये चान्ये च बलाधिका:
mṛduśīlaṃ tathā prājñaṃ śūraṃ cārthavidhānavit | svakarmaṇi niyuñjīta ye cānye ca balādhikāḥ ||
Bhīṣma dit : Le roi qui connaît les moyens justes d’accomplir ses desseins doit affecter à leurs charges respectives un homme au naturel doux, un homme sage et un homme vaillant ; et employer de même d’autres encore, supérieurs par la force. Telle est la leçon : le gouvernement réussit lorsque les responsabilités sont confiées selon le caractère, la compétence, le courage et la capacité, et non par faveur.
