The verse asserts a foundational genealogical principle: three Prajāpatis are presented as primary sources of beings, and all other creatures are understood as their descendants—encouraging the listener to recognize an ordered origin of the world and its lineages.
The sage Vasiṣṭha is instructing his listener, emphasizing a cosmological-genealogical framework in which the world’s beings are traced back to three Prajāpatis, and urging careful understanding of this doctrine.
