Anuśāsana-parva 17

The verse praises an ideal divine figure as the embodiment of cosmic order and ethical governance: immortal, just in giving, a dependable refuge for devotees, and unwavering in resolve—linking true greatness with dharma (justice, right generosity, and steadfast protection).
Vāyu-deva is speaking in a laudatory mode, listing epithets that describe the exalted qualities and heroic deeds of the praised being—cosmic stature, demon-slaying power, immortality, righteous generosity, and mountain-like steadiness—typical of Anuśāsana Parva’s didactic and devotional passages.
