The verse frames the Pāṇḍavas’ expansion of power as occurring under recognized authority (Dhṛtarāṣṭra and Bhīṣma), highlighting the epic’s concern with legitimate command, political order, and the dharmic tension between conquest and rightful governance.
Vaiśampāyana reports to Janamejaya that the Pāṇḍavas, living in Indraprastha, defeated and killed many hostile kings, acting under the directive of Dhṛtarāṣṭra and Bhīṣma—setting the stage for the events leading toward the Khāṇḍava episode.
