Garuḍa’s Birth and Vinatā’s Enslavement
सार्ध देवगणै: सर्वैर्वाच॑ं तामन्वमोदत । बहुवं प्रेक्ष्य सर्पाणां प्रजानां हितकाम्यया,सम्पूर्ण देवताओंसहित ब्रह्माजीने सर्पोंकी संख्या बढ़ती देख प्रजाके हितकी इच्छासे कद्रूकी उस बातका अनुमोदन ही किया
sārdha-devagaṇaiḥ sarvair vācaṃ tām anvamodata | bahutvaṃ prekṣya sarpāṇāṃ prajānāṃ hitakāmyayā ||
Śaunaka dit: Brahmā, avec toutes les cohortes des dieux, approuva cette décision. Voyant les serpents se multiplier en grand nombre, et souhaitant le bien des êtres vivants, il y consentit—par souci du bien commun.
शौनक उवाच
Authority is justified when exercised for the welfare of all beings (prajā-hita). Even divine assent is framed here as a response to a growing threat and a commitment to protect the broader community.
Śaunaka reports that Brahmā, along with the assembled gods, agrees to the stated plan after observing the serpents becoming excessively numerous, and he does so with the intention of safeguarding living beings.
