Legitimate rule is strengthened by formal consecration (abhiṣeka) and by appointing trustworthy counsel; ethical governance depends not only on power but on prudent advisors and recognized authority.
Markandeya narrates that a ruler formally installs others over the entire Rakshasa realm and appoints Lakshmana as a close friend and personal advisor, indicating consolidation of governance through alliance and counsel.
