Kubera-prasāda-vihāra and Counsel on Ajñātavāsa

The verse highlights human discernment and awe when encountering extraordinary order or beauty: Arjuna evaluates what he sees against the highest known standard (Indra’s city), prompting inquiry into why even the gods would not choose such a place—an ethical-intellectual impulse to seek causes behind excellence.
Arjuna, addressing his charioteer, beholds a remarkable city and expresses astonishment. He asks why the gods have not settled there, stating that it appears superior even to Indra’s famed celestial capital.
