The verse highlights divine compassion responding to righteous purpose: Śiva agrees to restrain and bear the heavenly river’s descent, showing that immense power is guided by auspicious intent and used to protect the world when approached for a worthy cause.
In Lomaśa’s narration of the Gaṅgā’s descent, Śiva declares to the king (in the Bhāgīratha context) that he will hold the divine river as she falls from the sky, preventing her overwhelming force and enabling her sacred arrival on earth.
