Agni is presented as both the ritual mediator (carrying offerings to the gods) and the ethical-spiritual witness dwelling within all beings. The verse links outer sacrifice with inner accountability: offerings and intentions are ‘seen’ and borne toward their consequences.
Bṛhaspati begins a hymn of praise to Agni, identifying him as the divine ‘mouth’ through which the gods receive oblations and as the hidden inner witness in all creatures. This sets a solemn, dharmic tone for subsequent divine discourse.
