Legitimate authority is portrayed as arising from a consecration meant for protection: rulership (rājya) is justified when it safeguards beings and preserves the natural/cosmic order—here, the waters and their creatures under Varuṇa.
Yuparṇa recalls an ancient precedent: Kaśyapa, in former times, installed Varuṇa as the sovereign over aquatic beings and as the protector of the waters in that very region/quarter, grounding present claims or roles in primordial tradition.
