राष्ट्रगुप्ति-संग्रहः

Protection of the Realm and Principles of Revenue & Local Administration

शिल्पं प्रति करानेवं शिल्पिन: प्रति कारयेत्‌ । इसी तरह मालकी तैयारी, उसकी खपत तथा शिल्पकी उत्तम-मध्यम आदि श्रेणियोंका बार-बार निरीक्षण करके शिल्प एवं शिल्पकारोंपर कर लगावे ।।

śilpaṁ prati kārāṇeva śilpinaḥ prati kārayet |

Bhīṣma aconsejó a Yudhiṣṭhira sobre el gobierno justo: el rey debe regular los oficios y a los artesanos evaluando la producción y la calidad del trabajo, inspeccionando una y otra vez los grados de los bienes (superior, medio e inferior) y su movimiento en el mercado, y entonces imponer los tributos conforme a ello. Los impuestos han de ser proporcionales—más altos o más bajos según la capacidad de cada cual—para que los súbditos no caigan en la aflicción; la política de ingresos debe guiarse por la observación del trabajo y la ganancia reales, y no por exacciones arbitrarias.
