Daṇḍanīti and the King as the Cause of Yuga-Order (दण्डनीतिः राजधर्मश्च युगकारणत्वम्)

(विद्वांस:क्षत्रिया वैश्या ब्राह्मणाश्व बहुश्रुता: । दण्डनीतौ तु निष्पन्ना मन्त्रिण: पृथिवीपते ।।

bhīṣma uvāca |

vidvāṃsaḥ kṣatriyā vaiśyā brāhmaṇāś ca bahuśrutāḥ |

daṇḍanītau tu niṣpannā mantriṇaḥ pṛthivīpate ||

praṣṭavyo brāhmaṇaḥ pūrvaṃ nītiśāstrasya tattvavit |

paścāt pṛcchet bhūpālaḥ kṣatriyaṃ nītikovidam ||

vaiśyaśūdrāv tathā bhūyaḥ śāstrajñau hitakāriṇau |

ajñāyamāne hīnatve sandhiṃ kuryāt pareṇa vai |

lipsur vā kañcid evārthaṃ tvaramāṇo vicakṣaṇaḥ ||

Bhīṣma dijo: «Oh señor de la tierra, los kshatriyas, vaishyas y brahmanes instruidos, versados en muchas enseñanzas—si están consumados en la daṇḍanīti, la ciencia del gobierno y del castigo—deben ser nombrados ministros. Primero, el rey ha de pedir consejo a un brahmán sabio que conozca la esencia del nītiśāstra; después, que consulte a un kshatriya experto en política. Luego, que escuche también a vaishyas y shudras conocedores de las enseñanzas prácticas y entregados al bien del rey. Además, antes de que se conozca la propia debilidad, debe hacerse en verdad un tratado con el enemigo; y si mediante tal pacto se alcanza algún propósito, el gobernante prudente debe obrar con premura y no demorarse.»
