वायुदेव उवाच
Desire-driven (sakāma) ritual action, even when performed carefully and properly, produces enjoyable worldly outcomes but keeps one within repeated birth in this world; it grants pleasure, not liberation.
Vāyudeva is speaking and explaining the consequence of a certain type of conduct: people who diligently perform benediction-oriented, fruit-seeking rites are said to be reborn repeatedly and to enjoy happiness in the worldly sphere.
