Educational Q&A

The verse asserts a supreme ordaining power behind moral outcomes: auspicious and inauspicious destinies (śubha/aśubha gati) and even the universal conditions of birth and death are governed by that higher principle, reinforcing accountability (karma) within an overarching cosmic order.

Vāyu is speaking and identifying the one being praised as the determiner of all beings’ destinies—both their favorable and unfavorable attainments—and as the ordainer of birth and death for all creatures.
