The verse teaches that a person who seeks dharma should listen to the Mahābhārata in its entirety; complete and attentive hearing of the epic is presented as a means to attain siddhi—ethical and spiritual accomplishment.
Vaiśampāyana, in the course of narrating the Mahābhārata, states a phalaśruti-like assurance: the epic is not merely a story but a dharma-teaching itihāsa, and hearing it fully yields a transformative result for the listener.
