Pāṇḍu’s Marriages, Conquests, and Triumphal Return
A stable polity requires legitimate leadership and continuity of succession; when the throne is vacant, responsible elders must act promptly to secure an heir, while guardians like Bhīṣma uphold order through protection and upbringing.
Vyāsa urges the concerned ruler/householder to arrange immediate conception so the dynasty and kingdom do not remain without a king, assuring that Bhīṣma will take responsibility for raising the child.
