दृष्ट्वा परावरं धीराः परं गच्छन्ति तत्पदम् व्रतानि यानि भिक्षूणां तथैवोपव्रतानि च
dṛṣṭvā parāvaraṃ dhīrāḥ paraṃ gacchanti tatpadam vratāni yāni bhikṣūṇāṃ tathaivopavratāni ca
Habiendo realizado al Supremo, más allá de lo alto y lo bajo (parā–avara), los firmes alcanzan ese estado trascendente. Asimismo se describen los votos (vrata) observados por los mendicantes (bhikṣu), y también sus disciplinas subsidiarias (upavrata).

It frames vrata (disciplined observance) as a means to direct realization of the Supreme state—supporting Linga-centered sadhana where worship, restraint, and insight culminate in parama-pada.
The Supreme is indicated as beyond the entire spectrum of ‘higher and lower’ manifestation (parā–avara), aligning with Shiva as Pati: transcendent, the final refuge, and the goal of the wise.
Renunciant vows (bhikṣu-vrata) and subsidiary observances (upavrata) are highlighted—typical of Pashupata-oriented discipline where ethical restraint and regulated practice support liberating knowledge.
