Because Pṛthu is portrayed as an exalted devotee-king, and liberated sages gladly associate with and serve such a Vaiṣṇava, celebrating his devotion and righteous rule.
It means “eager to serve him”—describing devotees who are enthusiastic to render service to the Lord’s dear devotee (here, King Pṛthu).
Seek the company of sincere devotees and cultivate a service attitude—honoring saintly persons and serving in practical ways—because devotion grows through humble association and service.
