Śiva’s Freedom from Bondage and His Cosmic Support (शिवस्य अबन्धत्वं तथा सर्वाधिष्ठानत्वम्)
शिवेनाधिष्ठितं यस्माज्जगत्स्थावरजंगमम् । सर्वरूपः स्मृतश्शर्वस्तथा ज्ञात्वा न मुह्यति
śivenādhiṣṭhitaṃ yasmājjagatsthāvarajaṃgamam | sarvarūpaḥ smṛtaśśarvastathā jñātvā na muhyati
Because this entire universe—both the immovable and the moving—is presided over and sustained by Śiva, and because Śarva is remembered as the One who assumes all forms, the one who knows this truth does not fall into delusion.

It teaches that realizing Śiva as the presiding Lord of all existence (moving and unmoving) destroys moha (delusion) and steadies the seeker in right knowledge, a key step toward liberation in Shaiva Siddhanta.
The Liṅga is worshipped as the all-pervading sign of Śiva who supports the entire jagat; knowing Śiva as sarva-rūpa affirms that every form and deity is ultimately sustained by the one Pati, approached through saguna worship that matures into deeper realization.
Meditate on Śiva as the indwelling ruler of all beings while repeating the Pañcākṣarī (Om Namaḥ Śivāya); let the insight “all is sustained by Śiva” be the antidote to confusion during japa and liṅga-pūjā.
