कृतालयां परामाहुः प्रतिष्ठामकृतालयात् । शक्तः कृतालयः पश्चात्प्रतिष्ठाविधिमाचरेत्
kṛtālayāṃ parāmāhuḥ pratiṣṭhāmakṛtālayāt | śaktaḥ kṛtālayaḥ paścātpratiṣṭhāvidhimācaret
They declare the consecration performed in a completed shrine to be superior to that done where the shrine is not yet properly made. Therefore, when the temple structure has been duly completed and one is capable, one should thereafter carry out the prescribed rite of installation (pratiṣṭhā).

Significance: Affirms that proper kṣetra/ālaya completion supports full, stable pratiṣṭhā—hence more efficacious worship and merit than a provisional setting.
It teaches that sacred power (śakti) is stabilized through right order: first a proper abode (ālaya), then pratiṣṭhā. In Shaiva Siddhanta terms, disciplined ritual supports the devotee’s steady approach to Pati (Shiva) by purifying conduct and making worship consistent and sattvic.
The verse emphasizes that Saguna Shiva worship through the Linga is best established through formal consecration in a properly completed shrine, so the devotee’s daily pūjā, mantra-japa, and offerings are anchored in an authorized, sanctified setting.
The takeaway is procedural: complete the temple/shrine first, then perform Linga-pratiṣṭhā according to vidhi. Practically, this implies preparing the space with purity disciplines (śauca), mantra recitation (including the Panchakshara), and regulated daily worship after consecration.
