Pūjādi-kathana — Gaṅgā Vratas, Tenfold Worship, Stotra, and Mokṣa on the Riverbank
कारितान्वै यथाशक्ति स्वर्णेन रजतेन वा । तदलाभे पिष्टमयानभ्यर्च्य कुसुमादिभिः । गंगायां प्रक्षिपेत्पूर्व्वं मंत्रेणैव तु मंत्रवित् ॥ ५७ ॥
kāritānvai yathāśakti svarṇena rajatena vā | tadalābhe piṣṭamayānabhyarcya kusumādibhiḥ | gaṃgāyāṃ prakṣipetpūrvvaṃ maṃtreṇaiva tu maṃtravit || 57 ||
Having them made according to one’s capacity—of gold or of silver; and if those are unavailable, then having fashioned them from dough, he should worship them with flowers and the like, and first cast them into the Gaṅgā, using the prescribed mantra—so should a knower of mantras act.

Bhakti is shown as accessible—one worships with whatever is available (gold, silver, or even dough forms), offers flowers, and completes the act with mantra and reverence toward the holy river, emphasizing intent and devotion over luxury.
It highlights mantra-vidhi and ritual procedure (kalpa-style practice): correct sequencing (“first”), proper immersion in a tīrtha, and the requirement of a mantra-knower (mantravit) to perform the act according to rule.
