Vaiśampāyana said: Having sipped the waters of the Gaṅgā and thus purified himself, he stood composed in the discipline of breath-control. With speech restrained and mind made clean, he then began the recitation of the hymn—an ethical picture of inner and outer purification preceding sacred utterance and devotion.

Educational Q&A

Sacred speech and devotion are to be preceded by inner and outer discipline: purification (ācamana), breath-control (prāṇāyāma), and restraint of speech (prayatavāk). The verse models dharmic preparation before recitation.

The person being described performs ritual sipping of Gaṅgā water, steadies himself with prāṇāyāma, restrains his speech, and then begins a hymn of praise (identified in the surrounding context as an aṣṭottara-śata-nāma type stotra).
