तत: सम्मन्त्रयामास मन्त्रिभि: स महीपति: । हिरण्यवर्मा राजेन्द्र पाञ्चाल्यं पार्थिवं प्रति,राजेन्द्र! फिर राजा हिरण्यवर्माने अपने मन्त्रियोंके साथ बैठकर परामर्श किया कि मुझे पांचालनरेशके साथ कैसा बर्ताव करना चाहिये
tataḥ sammantrayāmāsa mantribhiḥ sa mahīpatiḥ | hiraṇyavarmā rājendra pāñcālyaṃ pārthivaṃ prati ||
Then that king conferred with his ministers. O best of kings, Hiraṇyavarmā took counsel regarding how he ought to conduct himself toward the Pāñcāla ruler—what policy and manner of dealing would be right and prudent in that situation.
भीष्म उवाच
A ruler should not act impulsively in matters involving other kings; he should deliberate with qualified ministers and choose a course that is both ethically appropriate (dharma) and politically prudent (nīti).
Bhīṣma narrates that King Hiraṇyavarmā convenes his ministers and consults them about how he should deal with the Pāñcāla ruler, indicating a moment of policy-making and diplomatic decision.
