उतथ्योपदेशः—राजधर्मः, दर्पनिग्रहः, प्रजारक्षणम्
Utathya’s Instruction: Royal Dharma, Restraint of Pride, Protection of Subjects
उभौ लोकावभिप्रेक्ष्य राजानमृषय: स्वयम् । असृजन् सुमहद् भूतमयं धर्मो भविष्यति
ubhau lokāv abhiprekṣya rājānam ṛṣayaḥ svayam | asṛjan sumahad bhūtamayaṃ dharmo bhaviṣyati ||
Keeping both worlds in view—the present life and the hereafter—the sages themselves brought forth the king, a mighty being embodied in human form. They intended him to be Dharma made manifest: a ruler whose power would be ethically directed, safeguarding order here and securing welfare beyond.
उतथ्य उवाच
Kingship is justified as an ethical institution: the king is envisioned as Dharma in embodied form, meant to protect order and welfare with an eye on both worldly stability and otherworldly merit.
Utathya explains that the sages, considering the needs of both this life and the next, deliberately created/established the king as a powerful human embodiment intended to function as visible Dharma for society.
