धर्मज्ञ: सचिव: कश्चित् तत् तत्पश्येदतन्द्रित: । इन अधिपतियोंके अधिकारमें जो युद्धसम्बन्धी तथा गाँवोंके प्रबन्धसम्बन्धी कार्य सौंपे गये हों, उनकी देखभाल कोई आलस्यरहित धर्मज्ञ मन््त्री किया करे
dharmajñaḥ sacivaḥ kaścit tat tat paśyed atandritaḥ |
Bhishma said: “Let some righteous and discerning minister, free from indolence, continually supervise each and every matter—especially those duties entrusted under the authorities’ jurisdiction, such as affairs of war and the administration of villages.”
भीष्म उवाच
Effective and ethical governance requires a dharma-knowing minister who remains vigilant and actively supervises entrusted responsibilities, preventing negligence in critical areas like war affairs and village administration.
In Bhishma’s instruction on raja-dharma in the Shanti Parva, he advises the ruler to appoint a competent, righteous counsellor to oversee delegated administrative domains, ensuring continuous, careful management.
