राष्ट्रगुप्ति-संग्रहः

Protection of the Realm and Principles of Revenue & Local Administration

धर्मज्ञ: सचिव: कश्चित्‌ तत्‌ तत्पश्येदतन्द्रित: । इन अधिपतियोंके अधिकारमें जो युद्धसम्बन्धी तथा गाँवोंके प्रबन्धसम्बन्धी कार्य सौंपे गये हों, उनकी देखभाल कोई आलस्यरहित धर्मज्ञ मन्‍्त्री किया करे

dharmajñaḥ sacivaḥ kaścit tat tat paśyed atandritaḥ |

Bhishma said: “Let some righteous and discerning minister, free from indolence, continually supervise each and every matter—especially those duties entrusted under the authorities’ jurisdiction, such as affairs of war and the administration of villages.”
