Protection of the Realm and Principles of Revenue & Local Administration
वह लोगोंसे कहे--'सज्जनो! अपने देशपर यह बहुत बड़ी आपत्ति आ पहुँची है। शत्रुदलके आक्रमणका महान् भय उपस्थित है। जैसे बाँसमें फलका लगना बाँसके विनाशका ही कारण होता है, उसी प्रकार मेरे शत्रु बहुत-से लुटेरोंको साथ लेकर अपने ही विनाशके लिये उठकर मेरे इस राष्ट्रको सताना चाहते हैं ।।
bhīṣma uvāca | asyām āpadi ghorāyāṃ samprāpte dāruṇe bhaye | paritrāṇāya bhavataḥ prārthayiṣye dhanāni vaḥ ||
Bhishma said: “Now that this dreadful calamity has befallen us and a terrible fear has arisen, I ask you for wealth—not for my own pleasure, but as a means to protect you all. In such a crisis, resources gathered for the common defense become an ethical duty, for the safety of the people and the preservation of the realm depend upon timely collective support.”
भीष्म उवाच
In a grave public emergency, seeking resources from the community for their protection is presented as a legitimate and duty-bound act of kingship (rājadharma), provided the aim is collective safety rather than personal gain.
Bhishma describes a moment of severe danger and states that he will request wealth from the people as a protective measure—funds to organize defense and safeguard the realm during a threatening crisis.
