Bhishma said: “A king who lives only on what is rightfully obtained and sustains himself without oppressive exaction gains a very great reward. But when a ruler over-milks the realm, the kingdom itself becomes impoverished; therefore he is unable to accomplish any great undertaking. The king who is himself intent on protection, shows favor to the entire realm, and maintains his livelihood from the revenue that properly comes to him—such a king becomes a sharer in great merit. And he should also, for times of calamity, set aside and increase wealth here as a reserve.”

A ruler must not exploit the realm through excessive extraction; he should protect and support the people, live on rightful revenue, and maintain an emergency reserve. Ethical governance sustains prosperity and enables great works.
In the Shanti Parva’s instruction on rajadharma, Bhishma advises Yudhishthira about sound kingship: overtaxation impoverishes the kingdom, while protection, benevolence, and prudent treasury management bring lasting merit and stability.
