Mantri-Parīkṣā — Testing Ministers, Securing Counsel, and Ethical Criteria for Advisers (अध्याय ८४)

नरेश्वर! जो राजा चिरकालतक दण्ड धारण करनेकी इच्छा रखता हो, उसे अपनी गुप्त सलाह उसी व्यक्तिको बतानी चाहिये, जो शक्तिशाली हो और सारे जगत्‌के समझा-बुझाकर अपने वशमें कर सकता हो ।।

O lord of men! A king who wishes to wield the rod of punishment for a long time should disclose his secret counsel only to one who is powerful and can bring the whole world under control through reasoned persuasion. And he in whom the townsmen and the people of the provinces have placed their trust in accordance with dharma—who is a warrior and wise in statecraft—is fit to hear confidential counsel.
