Stable, righteous sovereignty (ekacchatra rule) is ideally grounded in dharma and affirmed through proper Vedic rites performed under the guidance of a qualified sage, linking political authority with moral and ritual legitimacy.
Bhishma recounts an example where the sage Kālakavṛkṣīya establishes the Kosalan king as a universal, single-sovereign ruler and then conducts excellent sacrifices on his behalf, portraying the cooperation of royal power and ascetic wisdom.
