Chapter 72 — Royal Duty: protection of subjects, taxation, punishment, and appointments

बलिषष्ेन शुल्केन दण्डेनाथापराधिनाम्‌ । शास्त्रानीतेन लिप्सेथा वेतनेन धनागमम्‌

baliṣaṣṭhena śulkena daṇḍenāthāparādhinām | śāstrānītena lipsetha vetanena dhanāgamam |

Bhīṣma said: “Let the king seek the inflow of wealth only through lawful means—by receiving the rightful share (bali) and appropriate customs or taxes (śulka), by imposing monetary penalties upon offenders, and by accepting remuneration that is sanctioned by the śāstras (such as fees connected with protection and regulation). Thus, through these approved channels, the ruler should desire and secure revenue.”
