Nārada’s Examination of Royal Ethics
कच्चिद् विदित्वा पुरुषानुत्तमाधममध्यमान् | त्वं कर्मस्वनुरूपेषु नियोजयसि भारत,भारत! तुम उत्तम, मध्यम और अधम श्रेणीके मनुष्योंको पहचानकर उन्हें उनके अनुरूप कार्योंमें ही लगाते हो न?
kaccid viditvā puruṣān uttamādhamamadhyamān | tvaṃ karmasv anurūpeṣu niyojayasi bhārata bhārata |
Nārada said: “O Bhārata, having discerned men as superior, middling, and inferior, do you assign them only to duties and tasks that suit their respective capacities and natures?”
नारद उवाच
A ruler should discern people’s relative competence and character (superior, middling, inferior) and appoint them to responsibilities that fit them. Ethical governance requires suitability-based assignment rather than arbitrary favoritism, preventing harm and promoting orderly administration.
Nārada is questioning the Bhārata king in a series of inquiries about good rule. Here he asks whether the king recognizes different kinds of people and engages each in work appropriate to their nature and ability—an indicator of wise, dharmic administration.
