Sañjaya said: Then, at the clear and stainless dawn, the mighty Bhishma—expert in arranging battle-formations and foremost among men—personally, with his own army, drew up the formation called the “Mandala.” It was fully equipped with many kinds of weapons and missiles, signaling deliberate preparation and disciplined organization for the day’s fighting.

The verse highlights disciplined leadership and strategic order in warfare: a commander must arrange forces thoughtfully and personally oversee preparedness. Ethically, it reflects the kshatriya ideal of duty-bound organization—action undertaken with resolve and competence, even amid morally complex conflict.
At daybreak, Bhishma personally organizes the Kaurava forces into the Mandala (circular) battle formation, fully armed with diverse weapons, indicating the commencement of a planned and structured day of battle.
