The verse highlights how intention and preparedness for violence—symbolized by an arrow being set and aimed—can shake an entire community. It implicitly warns that power in war is not only physical but psychological, and that leaders’ actions can amplify fear and disorder.
Sanjaya reports to Dhritarashtra that a great uproar spread through the forces when they saw Drona, the son of Bharadvaja, setting and aiming a particular arrow in the midst of battle, suggesting an imminent and formidable attack.
