Rāja-Vidyā Rāja-Guhya Yoga (राजविद्या राजगुह्य योग) — The Yoga of Royal Knowledge and Royal Secret

क्योंकि यह अलौकिक अर्थात्र अति अद्भुत त्रिगुणमयी मेरी माया बड़ी दुस्तर है; परंतु जो पुरुष केवल मुझको ही निरन्तर भजते हैं, वे इस मायाको उल्लंघन कर जाते हैं अर्थात्‌ संसारसे तर जाते हैं? ।। सम्बन्ध-- भगवान्‌ने मायाकी दुस्तरता दिखलाकर अपने भजनको उससे तरनेका उपाय बतलाया। इसपर यह प्रश्न उठता है कि जब ऐसी बात है, तब सब लोग निरन्तर आपका भजन क्यों नहीं करते! इसपर भगवान्‌ कहते हैं-- न मां दुष्कृतिनो मूढा: प्रपद्यन्ते नराधमा: । माययापद्वतज्ञाना आसुरं भावमाश्रिता:,मायाके द्वारा जिनका ज्ञान हरा जा चुका है ऐसे आसुरस्वभावको धारण किये हुए, मनुष्योंमें नीच, दूषित कर्म करनेवाले मूढलोग मुझको नहीं भजते

na māṁ duṣkṛtino mūḍhāḥ prapadyante narādhamāḥ | māyayāpahṛta-jñānā āsuraṁ bhāvam āśritāḥ ||

The Lord explains why not everyone takes refuge in Him: those who persist in wrongdoing, deluded and morally fallen among humans, do not surrender to Him. Their discernment is stolen by Māyā, and they cling to an asuric (anti-divine) disposition—therefore they turn away from devotion that alone can carry one beyond the world’s bondage.

Educational Q&A

Not everyone turns to the Lord because unethical action and delusion reinforce each other: Māyā clouds discernment, and an asuric disposition resists surrender. Devotion and refuge are presented as the practical means to cross beyond Māyā, but they require moral and spiritual receptivity.

After stating that Māyā is difficult to overcome yet can be transcended by exclusive devotion, the discourse addresses an implied doubt—why all people do not simply worship. The Lord answers by classifying those who refuse surrender: wrongdoers, deluded persons, the morally fallen, whose understanding is eclipsed by Māyā and who adopt an asuric outlook.
