Sañjaya said: “So too Nābhāga, Yayāti, Māndhātā, Nahuṣa, and Nṛga—by deeds of this very kind—attained perfection and went to the highest state. The tradition remembers them as kings who reached exalted worlds through righteous action, showing that ethical conduct and duty, not mere birth or power, lead to supreme attainment.”

That supreme attainment is reached through righteous action (karma aligned with dharma). The verse cites exemplary kings to affirm that ethical deeds and dutiful conduct can lead to the highest spiritual or heavenly state.
Sañjaya, narrating to Dhṛtarāṣṭra, reinforces a point by listing famous ancient kings who, through similar meritorious deeds, achieved perfection and attained the highest abode—using precedent to validate the moral claim being made in the surrounding discourse.
