Sañjaya said: O King, as though honoring him in the very presence of all the warrior-kings, Bhīṣma—the son of Śāntanu—having been satisfied by that ceremonial offering, spoke to Arjuna, praising him before the assembled heroes.

The verse highlights the ethical function of honor in a warrior society: true valor and right conduct are affirmed publicly before peers and rulers, making praise a moral endorsement and a standard for the community, not merely personal flattery.
Sañjaya reports to King Dhṛtarāṣṭra that Bhīṣma, satisfied after a ceremonial offering/refreshment, addresses Arjuna and praises him in front of all the assembled warrior-kings, as though formally honoring him.
