After having the required arrangements duly made, the king—foremost among rulers—addressed the Brahmins. In the narrative context, this marks Yudhiṣṭhira’s orderly, dharma-guided preparation of the encampment and facilities (including proper space for the elephants), showing governance that honors ritual propriety and the needs of all participants.

After arranging necessary constructions and preparations, the king (Yudhiṣṭhira) addresses the assembled Brahmins, signaling the next instructions or declarations connected with the ongoing Ashvamedha-related proceedings.
