Vāyu said: When a yogin, with a mind made clear and serene, beholds all beings as present within the heart of his own self, then—shining by his own inner light—he attains the unsurpassed Supreme, subtler than the subtlest.

When the mind becomes serene through yoga, one perceives all beings within the inner self (heart-consciousness). This vision culminates in realizing the self-luminous Supreme Reality—described as subtler than the subtlest—indicating liberation through inward clarity and universal, non-separative awareness.
Vāyudeva is instructing about yogic realization: he describes the experiential sign of spiritual maturity—seeing all beings inwardly—and the resulting attainment of the unsurpassed Supreme (Paramātman/Brahman).
