Vāyu said: “Whoever truly knows the origin and dissolution of all the fundamental principles (tattvas) becomes steady-minded among all beings; such a person does not fall into delusion.”

True insight into the arising and dissolution of all tattvas produces dhairya (steadfast wisdom). Such knowledge stabilizes the mind and prevents moha—delusion that leads to wrong judgment and unethical action.
Vāyudeva is instructing the listener with a concise doctrinal statement: understanding the cosmic process of manifestation and reabsorption of fundamental principles is presented as the basis for inner composure and freedom from delusion.
