धृतराष्ट्रस्य युधिष्ठिरं प्रति व्यवहार-रक्षा-नियमनोपदेशः | Dhṛtarāṣṭra’s Instruction on Administration, Punishment, and Daily Governance
भीष्मादीनां महाबाहो तदनुज्ञातुमरहसि । “महाबाहो! कुरुपति धृतराष्ट्र आपके द्वारा जीते गये धनको आपसे माँगकर उसे भीष्म आदिके लिये देना चाहते हैं; अतः आपको इसके लिये स्वीकृति दे देनी चाहिये
bhīṣmādīnāṃ mahābāho tad-anujñātum arhasi |
Vaiśampāyana said: “O mighty-armed one, you ought to grant permission in this matter concerning Bhīṣma and the others.” Dhṛtarāṣṭra seeks the victor’s consent to allocate the wealth won by him for the honoring of revered elders; therefore, you should give your assent.
वैशम्पायन उवाच
Even rightful gains should be governed by dharma: consent, proper allocation, and honoring elders are presented as ethical duties. The verse emphasizes that authority over wealth includes responsibility to permit its use for venerable persons and communal righteousness.
Vaiśampāyana narrates that a request is being made to a heroic figure to grant permission regarding provisions for Bhīṣma and other elders. Dhṛtarāṣṭra wishes to take wealth won by the addressee and distribute it for their benefit, so the narrator urges the addressee to consent.
